An order barring the Commission only from designating the ABC renewal applications for hearing resolves the market to YES. The following do NOT satisfy the Payout Criterion: A temporary restraining order, unless the court converts or extends it into a preliminary injunction An administrative stay entered to allow briefing An order denying a motion to dismiss, or a dismissal for lack of jurisdiction An FCC decision to withdraw, suspend or stop acting on the early renewal proceedings Oral rulings from the bench unless reduced to a written order Tentative rulings that are not made final Settlements or voluntary dismissals Administrative or scheduling orders
