The ruling must: Be issued by any federal court in ABC v. FCC, No. 1:26-cv-02902 (D.D.C.), an appeal of it, or a federal challenge to the April 2026 early renewal order Address the matter described by the specified judgment Be issued through a written order, opinion, judgment, or decision Partial relief counts. An order barring the Commission only from designating the ABC renewal applications for hearing resolves the market to YES. The following do NOT satisfy the Payout Criterion: A temporary restraining order, unless the court converts or extends it into a preliminary injunction An administrative stay entered to allow briefing An order denying a motion to dismiss, or a dismissal for lack of jurisdiction An FCC decision to withdraw, suspend or stop acting on the early renewal proceedings Oral rulings from the bench unless reduced to a written order Tentative rulings that are not made final Settlements or voluntary dismissals Administrative or scheduling orders
