If legislation expanding Medicaid eligibility to adults with incomes up to 138% of the federal poverty level is enacted in Georgia before Dec 31, 2028, then the market resolves to Yes.

Enactment requires completion of all constitutional and legal requirements for the legislation to become binding law. Standard legislation requiring executive approval: final passage by all required legislative bodies, executive signature OR becoming law despite executive inaction OR successful veto override, and satisfaction of any required waiting periods Legislation not requiring executive approval: final passage and completion of required waiting periods Constitutional amendments: passage with required supermajorities and completion of ratification processes Executive orders: official signature, publication in official government records, and legal effectiveness The following do NOT constitute enactment: Legislative passage without completed executive action Passage by only some required bodies Provisional passage Non-binding resolutions Draft orders Enactment occurs when all requirements are completed, regardless of pending judicial challenges. For this market, expanding Medicaid means a Georgia law, including a general appropriations Act, that extends Georgia Medicaid eligibility to adults with incomes up to 138% of the federal poverty level, or that directs or authorizes the Department of Community Health to do so, including by giving the legislative approval that Code Section 49-4-142.2 requires. It may contain other provisions and may use any legislative vehicle. A law that requires federal approval or takes effect after the deadline counts once enacted. A law that directs or authorizes the Department of Community Health to seek a federal waiver or state plan amendment covering adults with incomes up to 138% of the federal poverty level, including through private health plans paid for by Medicaid, counts. A law that takes effect only if voters approve a constitutional amendment counts once voters approve that amendment. A work or activity requirement does not prevent a law from counting. A law that only creates a public option or buy-in, continues or changes Georgia Pathways to Coverage without extending eligibility to adults with incomes up to 138% of the federal poverty level, raises the income limit to a level below 138% of the federal poverty level, orders a study, or requests a federal waiver that would not cover adults with incomes up to 138% of the federal poverty level, and any change that only affects Medicaid funding, provider payments or benefits, do NOT count.
