If Gavin Newsom calls a new special session of the California Legislature before January 1, 2027, then the market resolves to Yes.

A qualifying call is a new official proclamation by Gavin Newsom under Article IV, Section 3(b) of the California Constitution calling the California Legislature into special or extraordinary session. Any subject qualifies. The proclamation must be issued after Issuance and before January 1, 2027; the Legislature need not meet before that deadline. An amendment that only adds subjects to an already-called session does not constitute a new call. Legislative requests, proposals, and announcements of plans to call a session do not qualify without the proclamation. The number of new special sessions of the California Legislature called by Gavin Newsom is counted from the Office of the Governor of California's official proclamation record. A record showing no qualifying call establishes a count of zero. If the official data needed to determine the count is unavailable by expiration, the contract's no-data provision applies.
