If a resolution finding a Cabinet member in contempt of Congress has passed the House after Issuance and before Jan 1, 2028, then the market resolves to Yes.

A resolution counts only if the full House adopts it on the floor, by recorded vote, voice vote or unanimous consent. It may rely on criminal referral, civil enforcement or inherent contempt, and a resolution recommending that the House find the person in contempt counts when the House adopts it. A Cabinet member is a person who, when the House votes, is the Vice President, the head or acting head of an executive department, or another official listed as a member of the Cabinet on the White House website (https://www.whitehouse.gov/administration/cabinet/). The following do NOT count: A committee or subcommittee vote to report or recommend a contempt resolution A resolution that is introduced, referred, tabled or defeated A resolution that authorizes a lawsuit to enforce a subpoena without finding the person in contempt A finding of contempt of court A vote or resolution of the Senate A resolution against a person who has already left the Cabinet when the House votes
