Will Virginia require data centers to use clean energy?
If legislation or budget language requiring data centers to procure a minimum share of their electricity or associated renewable energy certificates from carbon-free resources, or barring dedicated fossil-fueled generation from serving them, either directly or as a condition of a tax preference or permit is enacted in Virginia before Aug 1, 2027, then the market resolves to Yes.
