For example, someone goes in for a brain scan and isn't told that their brain waves are also going to be used for something else. (e.g. training an AI.) Must be noticed by a few thousand people at least. A viral tweet, a major news article, etc. would qualify. Doesn't have to be at the national level. This is subjective, don't bet if you don't trust my judgement. I'm not going to verify whether the alleged events actually occurred, so the scandal could be fake and still qualify.
