If a bill increasing the number of voting seats in the House of Representatives above 435 has become law after Issuance and before Jan 1, 2030, then the market resolves to Yes.
The law must be signed by the President, become law without the President's signature, or become law through veto override. A bill that the President vetoes, including by pocket veto, without an override does NOT count. A qualifying law raises the number of voting Representatives in the House above 435, the current number, whether directly, by a formula or schedule, or by admitting a State or giving the District of Columbia a voting Representative in addition to the 435. It counts when enacted, even if the added seats take effect, or are filled, after Jan 1, 2030. An increase that depends on a later vote, such as a statehood referendum, counts only if that vote approves it before Jan 1, 2030; later proclamations, elections and seating do not delay it. A law that changes only the number of non-voting Delegates or Resident Commissioners, creates a study commission, proposes a constitutional amendment, or changes how seats are apportioned while keeping 435 voting seats does NOT qualify. The law may be any vehicle, including a larger package whose enacted text contains a qualifying increase.
