If legislation that adds or widens a legal ground for abortion or removes criminal liability for abortion or for assisting one is enacted in Poland before Jan 1, 2028, then the market resolves to Yes.
Enactment requires completion of all constitutional and legal requirements for the legislation to become binding law. Standard legislation requiring executive approval: final passage by all required legislative bodies, executive signature OR becoming law despite executive inaction OR successful veto override, and satisfaction of any required waiting periods Legislation not requiring executive approval: final passage and completion of required waiting periods Constitutional amendments: passage with required supermajorities and completion of ratification processes Executive orders: official signature, publication in official government records, and legal effectiveness The following do NOT constitute enactment: Legislative passage without completed executive action Passage by only some required bodies Provisional passage Non-binding resolutions Draft orders Enactment occurs when all requirements are completed, regardless of pending judicial challenges. For this market, a law easing Poland's abortion ban means a statute of Poland that adds or widens a statutory ground on which abortion is legal, such as severe and irreversible fetal impairment or abortion on request, or that removes criminal liability, in whole or in part, for abortion or for assisting one. It may contain other provisions and need not legalise abortion on request. Guidelines or regulations of the Ministry of Health, the National Prosecutor's Office or the National Health Fund, rulings of the Constitutional Tribunal or any court, and measures that only change hospital procedures, conscience-clause rules or funding without adding or widening a ground or removing criminal liability do NOT count. Passage by the Sejm or Senate alone, and a bill the President has vetoed or referred to the Constitutional Tribunal without the Sejm overriding or the President signing it, do NOT count.
