The market resolves to No if the Court rules that compensation is governed solely by federal law, including the constitutional minimum required by the Fifth Amendment, or if the case is dismissed, found to have been improvidently granted, remanded, or otherwise disposed of without a merits ruling on whether state law governs the determination of compensation.
